We forwarded herewith the following agenda points for discussion during the Joint Council Meeting with the Secretary to Government.
Deputation of Department staffs to the TNFDC:-
The Government in G.O. Ms.No.105 Animal Husbandry, Dairying and Fisheries(FSV) Department dated 29.6.07 have issued orders transferring Five Reservoirs and the Fish Farm and infrastructure facilities from the control of Tamil Nadu Fisheries Department to the control of Tamil Nadu Fisheries Development Corporation Ltd on lease basis from 1.7.2007 to 30.6.2037.
The Government has also instructed to engage the employees of the Department of Fisheries also were engaged when leasing of fisheries activities were handed over to Tamil Nadu Fisheries Development Corporation Limited on deputation basis.
During 1977, while transferring the Reservoirs and assets under the control of TNFDC the following cadres were working on deputation basis:-

The TNFDC gradually reverted back all the deputation staffs except the General Manager.
The Secretary to Government is requested to restore the deputation posts with TNFDC as provided in G.O. Ms.No.105 Animal Husbandry, Dairying and Fisheries (FSII) Department dated 29.6.07.
Stopping of Direct Recruitment Assistant Director of Fisheries
At present there are 52 posts in the cadre of Assistant Director of Fisheries. The proviso to rule 2(a) of Tamil Nadu Fisheries service (Special Rule) Rule states that in respect of filling up the vacancies to the post of Assistant Director of Fisheries the ratio to be adopted should be 1:3 between Direct Recruitment and Promotees. Direct Recruitment for the post of Assistant Director of Fisheries is adopted every year based on the vacancies and this is affecting the chances of promotees. The persons in the post of Inspector of Fisheries/Research Assistants even after putting in 25 years of service are not able to get promotion. In this regard the Association also filed a Writ petition in the Honourable High Court of Madras and the
“That the respondents are directed to appoint candidate to the post of Assistant Director of Fisheries following the rule 2(a) of Tamil Nadu Fisheries Service Rule in the future vacancies and it goes without saying that the respondents 1 to 3 shall not appoint more than 25% of the substantive vacancies by way of direct recruitment”.
At present, there are 11 direct recruited appointed and working in the cadre of Assistant Director of Fisheries. Only 2 more posts can be filled up by way of direct recruitment.
(a) In this connection, we request the Secretary to Government to withdraw the notification already sent to TNPSC for direct recruitment (Totally 18 posts from 1998-1999 to 2006-2007) and restrict the number of appointees to 13 for the post of Assistant director of Fisheries by way of Direct Recruitment. In this regard the Director of Fisheries has also sent a necessary proposal to the Government. The Secretary to Government may kindly consider and issue a favourable orders.
(b) “Also we humbly request the Secretary to Government to issue suitable orders banning further direct recruitments atlest for the next five years (2008 to 2013) so that the promotees will get a chance to act as Assistant Director of fisheries at least during the fag end of their service”.
Inter-se-seniority list:-
The Inter–se-seniority for the post of Inspector of Fisheries /Research Assistants was last approved during 1993 by the Government. The Inter-se-seniority list forwarded by the department to be approved by the Government immediately.
Establishment matters to be routed through Joint Director of Fisheries:-
At present the matters relating to Establishment of Excutive and Ministerial staffs is looked after by Deputy Director of Fisheries (Personnel) in the Department. There is inordinate delay in preparation of panel particularly for the Excutive staffs. The Establishment matters to be routed through a senior most Joint Director of fisheries from Deputy Director of Fisheries (Per) which will speed up preparation of panel in time and also for speedy disposal of disciplinary cases.
Need based Reorganization of posts:-
The reorganization of the Departmental posts were carried out during the year 2000 and Govt. issued orders accordingly. It was felt that the Reorganization exercise was not need based manner and a committee in the Directorate was formed to forward suitable need based Reorganization proposal to Govt.The need based Reorganizations proposal to be recommended to Govt. immediately.
Deputation to the TAFCOFED:-
The Tamil Nadu state Apex Fisheries co-oprative Federation (TAFCOFED) is functioning from 1991 onwards. For implementing the Fishermen welfare scheme, the Govt. have sanctioned a sum of Rs.19.79 crores under Phase I&II. From the Department 6 Assistant Director of Fisheries (as Project Officer) and 11 Inspector of Fisheries (as Assistant Project Officer) were deputed to work in the TAFCOFED. About 60% of loan recovery has been effected and now all the persons have been reverted except the Special Officer (Joint Director Of Fisheries) Now the TAFCOFED is functioning with a meager staffs. The Govt. may infuse fresh capital and revive the TAFCOFED for implementing the welfare schemes to the Fishermen by deputing the department staffs.
Department staffs to be deputed to Fishermen Welfare Board:-
The Govt. have accorded permission for formation of Fishermen Welfare Board and Sanctioned Sum of Rs.5.00 crores for which Board of Directors have also been appointed. The Department has forwarded proposal for appointing 8 number of Assistant Director of Fisheries and 16 Nos of Inspector of Fisheries. The Secretary to Govt. is requested to sanction the posts as recommended by the Department for effective implementation of Fishermen welfare Schemes, by the Board.
Change of Nomenclature:-
The Department of Fisheries is having a cadre in the name of “Fishermen”. It is felt that the name of the post is the same on Fishermen community and therefore we request the post of ‘Fishermen” be re-designated as “Field Assistants”.
Sanctioning of Post under Fish Farmers Development Agency:-
At present the Asst. Director of Fisheries (Inland) are looking after many schemes such as AGAMT, ATMA, IAMWARM, SGSY & FFDA apart from their regular supervisory work in Fish Seed farm, Reservoirs Fisheries etc., Many of the schemes are having any component also. For effective implementation of the above scheme the post sanctioned for Fish Farmers Development Agencies may be revived.
Centenary Year celebration:-
We feel proud to be serving in the Department of Fisheries particularly during the Centenary Year. For the celebration of Centenary Year Govt. sanctioned a Sum of Rs.25.00 Lakhs. We wish to celebrate the centenary year in a grand manner. The Secretary is requested to Govt. to specify the date for the celebration of Centenary Year.
Formation of Project Cell in the Directorate:-
The Department needs a separate Project Cell in the Directorate exclusively to formulate project proposals, sourcing of Funds from Centre/ State agencies for the development of Fisheries in the State.
Streamlining of National fishermen Saving cum Relief Scheme:-
The National Fishermen Saving cum Relief Scheme is being implemented for the welfare of Marine Fishermen & Fisherwomen. The total Marine Fishermen enrolled in the scheme is about 1.80 lakhs Fishermen and 1.02 lakhs Fisherwomen. The relief amount is disbursed by way of cash. This scheme is not implemented as per the modality approved by Government of India and Government of Tamil Nadu.The subscription collection and disbursement of the relief amount to be done as per the norms (ie) by means of cheque only.
Appointment of Sufficient Field staff:-
The Department of Fisheries having 8 Nos of Fish seed production centres and 27 Fish seed rearing centres (about 16 hectares). Apart from this 53 Reservoirs are under the control of Department for Fisheries Development. The entire fish seed production, seed rearing activity, fishing in reservoirs are done by the Fishermen, a post designated for this purpose. The number of Fishermen required for utilizing all the fish seed production and Exploitation resources is given below:

Whereas at present only 143 cadre strength are available in the cadre of Fishermen. Also about 50% of Fishermen posts are lying vacant leading to underutilization of the Fish seed production infrastructure.
